James “Jim” Coltharp has been an inspiration for me for years. I worked with Jim for 1 1/2 years in Comcast’s Washington DC Public Policy office. Jim is a master of merging corporate strategy with deep insight of the political legislative process set atop a keen eye how the interests of federal regulatory bodies (in this case, the FCC) operate. In all times, Jim was able to weave a solution that more than met the needs of corporate strategy, the FCC, legislators, and, always most important in Jim’s mind, customers. In all ways, Jim was a teacher, a mentor, and a leader for me to understand the intersection of ethics, care for the customer, and good business results was the expected norm and not the exception. I have had a great career in business not due to my skills but due to the coaching and leadership of Jim Coltharp.

About James Coltharp

As a highly-effective, ICF Associate Certified Coachâ„¢ and builder/leader of teams, I leverage effective assessment tools in combination with my ability to motivate and inspire individuals, teams, and organizations to create greater consistency in attaining peak performance. My longstanding passion to create community impact & involvement is the genesis of the KeePressingOn Project, serving businesses, teams, and executives who seek to generate growth and increased productivity through relationships that build trust, encourage excellence, and create an expectant, positive view of the future.

My background as a federal government-affairs executive & strategist with a strong economics background and decades of experience significantly contributed to Comcast’s growth during the past 20+ years. I helped guide policy strategy development and gained key victories in regulatory proceedings, transactions & acquisitions during my tenure with the company.

I originally joined Comcast as a Senior Director of Public Policy. I later became Chief Policy Advisor, FCC, Regulatory Policy, & then continued as Executive Director. I represented Comcast before the FCC, Congress & other federal agencies concerning public policy issues involving cable TV, programming content, equipment technology & other matters, which helped Comcast earn and build early public credibility. I was also the key contact for trade associations representing Comcast in a wide range of industry matters/initiatives. I helped enhance Comcast’s early industry reputation in a range of policy issues with positive customer impacts and helped lead effective community outreach programs.

My commitment to bring about positive changes enabled the success of many Comcast community and customer initiatives. I also helped develop corporate initiatives to create digital technology opportunities, community and school partnerships and enhanced community engagement by Comcast employees.

Early in my career, I taught Economics courses on government & business at Miami University in Oxford, Ohio. I served as an FCC Industry Economist for Broadcasting/Cable matters, and led a team implementing key provisions of the 1992 Cable Act. Additionally, I was the principal author of five Commission broadcasting/cable rule-makings and served as Chief Economist, Wireless. Later, I became Special Counsel to Commissioners Andrew Barrett & James Quello.

I founded Bright Lights Tutoring in 1993 for 4th – 6th grade students in Washington, DC. As a competitive ballroom dancer since 2007, I have achieved numerous national Dancesport pro-am competition major titles with my longtime partner.
